CRRSA Act Disclosures

The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020. In total, the CRRSAA authorizes $81.88 billion in support for education, in addition to the $30.75 billion expeditiously provided last spring through the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136.

Emmanuel received notification on January 17, 2020 that COVID stimulus funding was available to the institution. An allocation of $435,725 for students and an allocation of $1,006,414 for the institution was made available. On March 4, 2021 an additional institutional allocation of $61,273 was received through the Strengthening Institutions Program.

Student Funding Disclosure

Colleges and Universities are required to disclose the amount of COVID relief funds awarded to students and the selection criteria used for the award process.

Emmanuel will utilize a two fold process to award CRRSA funds.

Automatic Awards: The first round of funding will be automatically awarded to students known to have high financial need as reflected by the Free Application for Federal Student Aid (FAFSA). Financial Aid Office personnel will identify Pell-eligible students and generate an automatic CRRSA award using the matrix below.

CRRSAA Grant Aid Population  $ of award
Auto Zero EFO  $          1,250
0 EFC  $          1,000
Any Pell  $              750

Appeals: After the initial round of automatic awards has been made any student with exceptional circumstances may appeal for COVID relief funds. Please submit all applications to the Office of Financial Aid for review.

At the end of the appeals process, any remaining funds will be evenly distributed to all students identified as having an “automatic zero” estimated family contribution on the FAFSA.

As of April 14, 2021 the student allocation of CRRSA funding has been exhausted. All automatic awarded and granted appeals have disbursed to student accounts or directly to the student.
