ARP Act Disclosures

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.

ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260 and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Emergency funds available to institutions and their students under all emergency funds total $76.2 billion.

Emmanuel College received notification on May 18, 2021 that COVID stimulus funding was available to the institution. An allocation of $1,268,599 for students and an allocation of $1,268,597 for the institution was made available. On August 03, 2021 an additional institutional allocation of $112,066 was received through the Strengthening Institutions Program.

*Please note that as of July 2022, the Department of Education has provided a consolidated report for reporting both the student and institutional funds allocated under the American Rescue Plan. All future quarterly reporting will be combined. You can find the 4th quarter report, ending December 31, 2022, under the institutional quarterly reports.

Student Funding Disclosure

Colleges and Universities are required to disclose the amount of COVID relief funds awarded to students and the selection criteria used for the award process.

Emmanuel College will once again utilize a two-fold process to award HEERF funds. HEERF III funds, or ARP funding, will be awarded in reverse order than previous HEERF funding.

Emmanuel College personnel recognize that data provided on the Free Application for Federal Student Aid (FAFSA) may not accurately reflect economic changes of the last 2 years that impact students and families. For that reason, ARP funds will be awarded first through an application process and then by automatic award to Pell-eligible students not already awarded through the application process.

Application Process: The HEERF III application is intended to allow students the opportunity to demonstrate financial need that may not be reflected on the FAFSA. Students should download, complete, and return the application to the Office of Financial Aid.

Automatic Awards: The second round of funding will be automatically awarded to students known to have high financial need as reflected by the Free Application for Federal Student Aid (FAFSA). Financial Aid Office personnel will identify Pell-eligible students and generate an automatic ARP award using the matrix below.

Institutional Funding Disclosure

Federal guidelines dictate the college make quarterly reports regarding HEERF funding available to the public. ARP funds were made available in May of 2021. The college did not begin drawing down funds for the institutional allocation until August 2021, thus there was no activity to report in the 1st or 2nd quarter of the 2021 calendar year.
