ARP Act Disclosures
The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260 and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Emergency funds available to institutions and their students under all emergency funds total $76.2 billion.
Emmanuel College received notification on May 18, 2021 that COVID stimulus funding was available to the institution. An allocation of $1,268,599 for students and an allocation of $1,268,597 for the institution was made available. On August 03, 2021 an additional institutional allocation of $112,066 was received through the Strengthening Institutions Program.
*Please note that as of July 2022, the Department of Education has provided a consolidated report for reporting both the student and institutional funds allocated under the American Rescue Plan. All future quarterly reporting will be combined. You can find the 4th quarter report, ending December 31, 2022, under the institutional quarterly reports.
Student Funding Disclosure
Colleges and Universities are required to disclose the amount of COVID relief funds awarded to students and the selection criteria used for the award process.
Emmanuel College will once again utilize a two-fold process to award HEERF funds. HEERF III funds, or ARP funding, will be awarded in reverse order than previous HEERF funding.
Emmanuel College personnel recognize that data provided on the Free Application for Federal Student Aid (FAFSA) may not accurately reflect economic changes of the last 2 years that impact students and families. For that reason, ARP funds will be awarded first through an application process and then by automatic award to Pell-eligible students not already awarded through the application process.
Application Process: The HEERF III application is intended to allow students the opportunity to demonstrate financial need that may not be reflected on the FAFSA. Students should download, complete, and return the application to the Office of Financial Aid.
Automatic Awards: The second round of funding will be automatically awarded to students known to have high financial need as reflected by the Free Application for Federal Student Aid (FAFSA). Financial Aid Office personnel will identify Pell-eligible students and generate an automatic ARP award using the matrix below.

Institutional Funding Disclosure
Federal guidelines dictate the college make quarterly reports regarding HEERF funding available to the public. ARP funds were made available in May of 2021. The college did not begin drawing down funds for the institutional allocation until August 2021, thus there was no activity to report in the 1st or 2nd quarter of the 2021 calendar year.

The CARES Act established the Higher Education Emergency Relief fund (HEERF) to assist enrolled students (excluding exclusively online students and non-degree seeking students) for expenses related to the disruption of on-campus operations due to the COVID pandemic that began in Spring 2020. CARES funding to students has been fully exhausted. CRRSA is the second HEERF program and was intended to assist enrolled students who had “exceptional need” with their account balance or with emergency costs that directly resulted from Coronavirus. ARP is a third supplemental for HEERF to assist ANY student who was enrolled at ANY point since the pandemic started in March 2020 and who has “exceptional need” with their account balance or with emergency costs that have directly resulted from Coronavirus. However, ARP must prioritize undergraduate, domestic students in the allocation of funding.
The guidance from the Department of Education states that “students who are or were enrolled in an institution of higher education during the COVID-19 national emergency are eligible for emergency financial aid grants from the HEERF, regardless of whether they completed a Free Application for Federal Student Aid (FAFSA) or are eligible for Title IV. As under the CRRSAA, institutions are directed with the ARP funds to prioritize students with exceptional need, such as students who receive Pell Grants or are undergraduates with extraordinary financial circumstances in awarding emergency financial aid grants to students. Beyond Pell eligibility, other types of exceptional need could include students who may be eligible for other federal or state need-based aid or have faced significant unexpected
expenses, such as the loss of employment (either for themselves or their families), reduced income, or food or housing insecurity. In addition, the CRRSAA and ARP explicitly state that emergency financial aid grants to students may be provided to students exclusively enrolled in distance education provided the institution prioritizes
exceptional need.”
The Emmanuel College Financial Aid staff will determine individual student eligibility based on the guidance listed above and the institutional process noted previously on this page.
Yes. However, because we do not have a FAFSA on you (non-citizens do not file a FAFSA), we will need an application to determine your level of need. Please submit a completed application to the Office of Financial Aid.
ARP fund are intended to assist students with exceptional financial need. This may include students that face significant unexpected expenses either for themselves or their family, as well as circumstances such as loss of income, reduction in income, food or housing insecurity, or trouble paying bills, including your tuition at Emmanuel.
Please note that Emmanuel may not place conditions on your receipt of ARP funding. Receiving ARP funds does not obligate you to continue enrollment at Emmanuel. Nor is the funding required to be used to cover any outstanding account balance at Emmanuel. These funds are only applied against your Emmanuel account balance if you sign a consent form allowing the college to do so.
ARP applications are reviewed the 2nd and 4th Friday of each month. You will be notified by email should your application be approved or additional information needed. ARP funds will be reflected on your NetPartner account once your application is approved.
Automatic awards will not be made until the application window closes on November 1, 2021. Automatic awards made using the ARP EFC matrix will be made the first week of December.
Students that sign a consent form to allow ARP funding to help cover an existing account balance at Emmanuel will receive a refund if the ARP funding exceeds the balance owed. Credit balances generated on a student account are deposited via direct deposit or by check within 10 days.
Students that do not provide a consent form will receive ARP funding via direct deposit or check within 10 days of the funds being posted to the account.
